It appears that the stock Voice Memos app has been re-added in beta 2
Beta 2 is now available for iPad! Apple hasn’t, until today, released an iOS 7 beta compatible with its tablet line. It’s believed that because of the software’s major redesigned, it wasn’t finished in time for WWDC.
