APIA: TUESDAY 4 JUNE 2013: Amongst other conditions a company wants to lease land for 160 years prior to investing in a variety of ventures here.

It includes a casino.

[#FF0000]Beijing Zhao Yi Li Investment Management Co. Ltd., from China,[/size=5][/#FF0000] lists 16 conditions in all it wants Government to meet.

A large delegation from the company went to Savai’i Island to look at potential sites for their businesses, one of them said.

They sat amongst the dignitaries at the Independence celebrations at Parliament grounds on Saturday.

A delegate member intervened to stop an interview but confirmed their trip to Savai’i and that they were from China.

Documents obtained by Talamua reveal Beijing Zhao Yi Li Investment Management Co. Ltd has presented Government with a list of “Preferential Policies for Chinese Investor to Samoa.”

Their “[#FF0000]Preferential Policies[/#FF0000]” are in fact conditions, 17 in all.

The conditions are as follows verbatim:

“1. Acquire land for purpose of hotels and villas: considering the long term investment returns, a preferential price offering by Samoa Government and private land owner is expected.

2. [#FF0000]Land leasing for purpose of agriculture, beach, water park for a leasing period of 160 years[/size=6].[/size=5][/#FF0000]

3. [#FF0000]Land for airport, port, hospital, school and nursery shall be provided by Samoa Government free of charge.[/size=5][/#FF0000]

4. [#FF0000]For the Government land surrounding airport[/#FF0000][/size=4], port and entertainment center, [#FF0000]Chinese party[/#FF0000][/size=5], after signing the agreement, [#FF0000]owns the priority[/size=5][/#FF0000] to use the land. [#FF0000]Any organization and person will not be allowed to explore or use the land without approval from the Chinese party.[/size=6][/#FF0000]

5. Samoa Government shall approve of establishing financial institutions and bank.

6. Issue exclusive Permit to the [#FF0000]Chinese party to manage gambling business. No other organ or person is allowed to engage in the same business in Samoa.[/#FF0000][/size=6]

Medical, education, food industry and health projects shall be introduced into local system.

8. Power and its net-work made under this project shall be managed commercially by the investor.

9. [#FF0000]Samoa Government shall agree to admit 30,000 workers in the whole range under the general project, who shall enjoy the same national treatment as local resident.[/#FF0000][/size=6]

10. Overseas labor employed by the contractor shall be [#FF0000]permitted to stay in Samoa no less than 3 years, and shall enjoy local social welfare.[/#FF0000][/size=5]

11. Colleges under this general project can recruit students worldwide, a co-operation with third country university is allowed to be introduced into Samoa to upgrade education level.

12. [#FF0000]All imported goods under the project are tariff exempted. Any sort of income duty will be exempted for 15 years since business started.[/#FF0000][/size=5] Various permits and businesses licenses and investment agreement shall be finalized and submitted to Chinese party within 30 days.

13. Government shall allow visitors to enjoy tax-refund of luxury commodities.

14. [#FF0000]Three languages shall be used simultaneously in Chinese, English and Samoan in all the identification and road signs in project locations.[/#FF0000][/size=6]

15. The Samoa Government shall allow the investor to set up single- owner operated civil aviation company and shipping company.

16. Luxurious cruise shall have the right or passageways of going to the sea.

The above items must be reflected in the investment agreement to be signed between Chinese party and Samoa government, which is the essential prerequisite for the investment.”

this is unbelievable! after the celebration of our 51st year as an independent country, they bring this up? it is an insult to our forefathers if these conditions are accepted by our government! this is an invasion disguised as an investment.

For all that, I expect the PM to raise the price of the annual lease payments to something like $200,000 per piece of land.

I also don’t like the 30,000 chinese workers coming in. It should be a big bottom line condition that SAMOAN WORKERS have the first priority to work in the building of these airports, ports, hospitals, hotels, and villas. THIS SHOULD BE A BOTTOM LINE. If Samoan workers don’t get the benefit, then what the hell is the point of allowing this ‘investment’?

Samoa should check these investors background, so that they cant not just come here and set up stupid businesses.Another thing is that these Chinese are trying to fool us with millions of dollars. So the chinese march into Samoa with their long lists of demands and expect Samoa to accept it? It was all about them chinese, benefits and priveleges for them and their rights! Even the hidden demand of changing the constitution to benefit them. They didn’t consider Samoa people at all, our culture, beliefs and rights. They think that money can buy everything, well think again. We are a country founded on God and God will provide.

Before it was just a casino now it’s a complete take over the entire economic infrastructure, politics, immigration, health reform, energy control, monopoly of gaming and entertainment and media, and BOOOM!!! Samoa now just became another Hawaii controlled by mega power house money. SAY NO!!! Why not allow the Samoan people to defend the fa’a Samoa and still provide the same resources and benefits being afforded to Samoa by the Chinese.

There is definitely hidden agendas as always history has an extensive map of several countries that have lost its’ culture, land, people, government, and identity. It’s not that we are naïve or we lack education its’ because the only color that matters to those in office is green. I’m not saying not to be optimistic and hold high regard for the people of Samoa.

There are many successful Samoan descent Samoan business people around the world and within Samoa that can provide the same resources being afforded to Samoa by the Chinese. They just haven’t looked within the Samoan communities and its’ people.

We are being sold the ideology that success is built in monetary sense and moving forward in such a technology based world, but what good is it when you’ve signed over an entire country to another country for the sake of desperation, greed, and deception.

Samoa is being deceived, nothing good can come from a full occupation of another country into our Samoa. History has told us many times how countries are overtaken by other countries because they were sold a lie. Let this one pass, Prime Minister, within the next year you will see a unified commerce of Samoan business owners and friendships that will come in strength and money that will bring all of Samoa into a new era without having to compromise culture, family, alofa, and Samoa.

Prime Minister, be patient, have strength, and Samoa will stand its ground in what is needed for the motherland. Bless Up!
