在古希臘雅典，年滿18歲的青年在入讀公民（Citizen）必修的學院之前，須進行莊嚴的宣誓儀式。青年要全副武裝，左手持圓盾長矛，提起右手，輕握見證人的右手，真誠宣誓忠於城邦。而公民經抽籤獲選擔任陪審員，在投票表決前亦要起誓「作合乎正義的投票」。

當時城邦公民身份封閉，不包括女人、奴隸及外來人口，雙親是公民才有資格做公民，社會階層不得僭越。故此，能夠參與議會投票的成年男性公民大概只有人口的10%左右。這與日後帝國吸納本地精英，以及現代國家移民入藉的情況很不同。

如何界定公民身份，以及相應權利義務，有提高城市／國家凝聚力，吸納新移民人才等考慮。暫不論身份劃界問題，成為擁有更大權利及義務的「成人」或「公民」，除了更換身份證以外，是否應該由當時人作出宣誓，示意對社會予取予饋？

而成人的門檻－歲數，到底象徵什麼？
智力？判斷力？自理能力？自給自足能力？

基於全民考核不可行，教育等社會制度，理論上能夠培養市民到該歲數時成為有能力參與社會運作的成人／公民，再以福利制度輔之，但有時，其他市民的質素未免令人錯愕。「民智未開」這個成語，是意味一定會開化嗎？
