今年是《中英聯合聲明》簽署30週年。雖然中方已「警告」勿「干涉內政」，但英國作為簽署國之一，國會亦有責任就《聯合聲明》的實施情況監察政府。下議院外交事務委員會宣布，會就《聯合聲明》落實情況進行調查（inquiry），並邀請各界在10月中之前提交意見書。
外交事務委員會在國會的網頁指出，作為《聯合聲明》簽署國之一，英國對香港主權移交後繼續有長久的責任，外相每半年一次向國會提交報告，而且英港之間亦有長遠的社會和經濟連繫。今次調查會考慮英國外交部如何監察《聯合聲明》的落實情況。
委員會歡迎各方提交意見書，包括英國在香港邁向普選問題中的立場，英國在對港貿易、商業和文化交流等方面的利益，英國外交部就《聯合聲明》和《基本法》落實情況的監察工作及提交國會的半年報告，英國政府與香港特區政府的關係，以及英國文化協會在港的工作等幾大方面。
據下議院網站星期二（7月22日）的公布，意見書須在10月14日或之前透過國會網站送抵委員會，不得多於3,000字，並且須附帶一個摘要及有關提交者或組織的簡單介紹，以MS Word的文字制式提交，不接受PDF檔案，檔案體積不得超過25MB。
要求
不得多於3,000字
Maximum File size 25 MB
File formats: MS Word doc/docx (doc 可以俾 XP , 98 既人開)
Each submission should contain:
a short summary, perhaps in bullet point form
a brief introduction about the person or organisation submitting evidence, perhaps explaining their area of expertise or experience
any factual information from which the Committee might be able to draw conclusions, or which could be put to other witnesses
any recommendations for action by the Government or others which the submitter would like the Committee to consider for inclusion in its report to the House.
